Autonomous Weapons (Killer Robots)
Killer Robots & Loss of Human Control
From the early 2010s, the prospect of LAWS (lethal autonomous weapons systems) — machines that can select and kill targets without a human pulling the trigger, quickly nicknamed "killer robots" — triggered one of the most coherent civil-society campaigns against an emerging technology. Human Rights Watch's November 2012 report Losing Humanity and the 2013 launch of the Campaign to Stop Killer Robots, a coalition of NGOs, called for a preemptive international ban before such weapons reached the battlefield. A July 2015 open letter from the Future of Life Institute (a research non-profit focused on existential risks), signed by Stephen Hawking, Elon Musk, Steve Wozniak and some 3,000 AI and robotics researchers, warned that military AI would become "the Kalashnikovs of tomorrow" and that an arms race was "virtually inevitable." Diplomatic meetings under the UN Convention on Certain Conventional Weapons (the main forum for restricting especially harmful weapons) have been ongoing since 2014 without producing a binding treaty.
By the mid-2020s, the debate moved from hypothetical to operational. Russian Lancet-3 loitering munitions — drones that circle a target area before crashing into a target — and newer V2U AI-guided munitions have struck thousands of targets in Ukraine. In Gaza, Israel's Lavender system uses AI to generate lists of suspected militants for human review, while Habsora (Hebrew for "The Gospel") recommends buildings as targets. Reporting by +972 Magazine and the Guardian in April 2024 described both systems processing target lists at scales impossible for meaningful human scrutiny, reviving urgent debate about accountability, civilian harm and what "human control" means when the list is 37,000 names long.
The killer-robots panic did not stop the systems. It did crystallise a body of norms, laws and arguments that keep the debate open as the technology moves from lab to battlefield, and that may yet shape what autonomy in war is allowed to become.
